That would have been the moment to do to the Americans what they do to the tourists and have them arrested directly… Legally that shouldn’t be a problem, after all it’s a matter of national security, and there have already been more than enough hostile statements and indirect announcements of war.
Usually American soldiers and military personnel are exempt from local policing. In Germany, they couldn’t be stopped for a traffic control or asked to identify themselves by German police, only US military police. There even was a guy that got away with murder because of some related issues.
